3. Hold the next meeting in January 2009, the date will be fixed after the necessary coordination by the Ministry of Energy and Mines.

FRAMEWORK AGREEMENT BETWEEN THE GOVERNMENT OF MOQUEGUA REGIONAL, LOCAL GOVERNMENT OF THE PROVINCE OF ILO AND CIVIL SOCIETY FOR THE ADDITIONAL FINANCING OF THE PRIORITY PROJECTS IN THE PANEL DISCUSSION ILO

4) the district municipality of Pacocha, which hereinafter referred to as MDP, represented by the District Mayor, Mr. Domingo Aragon Arturo Cornejo, identified with DNI N º 29208680, domiciled at Av apple C Engineering batch SC-2, Pacocha district, province of Ilo, and
5) The DISTRICT OF THE CITY Algarrobal, which hereafter, MDEA, represented by the District Mayor, Mrs. Elva Valdivia Dávila, identified with DNI N º 04649033, residing in the Algarrobal s / n, Algarrobal district of the province of Ilo.

According to the terms of the following clauses:

FIRST - BACKGROUND:
1.1) The Roundtable Ilo (MDI) is one of the spaces of dialogue that has analyzed the needs of the province of Ilo in the four axes (basic sanitation, health, education and employment). - partners in the financing of priority projects in the Roundtable
- Grant permissions that are under its jurisdiction
- Provide other facilities for the execution of such projects
3.2) Obligations of the MPI, MDP and MDEA:
- partners in the financing of priority projects in the Roundtable
- grant permissions that are under its jurisdiction
- Inform the public about the projects to be executed, according to law
- Provide information to the public about the projects prioritized in the Roundtable in order that they can be prioritized in
participatory budgets - Provide other facilities for the execution of projects
3.3) obligations of the Company:
- Support the authorities in developing their administrative skills
- Provide information to the public about the projects prioritized in the Roundtable in order that they may be prioritized in the participatory budgets

FOURTH - TERM
The parties agree in implementing the actions described above and intended for execution of projects as soon as possible, while meeting deadlines and applicable legal requirements.

FIVE - ON PARTNERSHIPS IN PROJECTS
Once the total amount Prioritized Project or updated it, and explicitly set the level of partnership in additional funding for implementation Prioritized Project, the parties to co-participate in additional funding in the Prioritized Project Roundtable presented the Prioritized Project to the Southern.

b) To discuss and implement mechanisms for the Southern Peru to continue its participation in the sustainable development of Ilo and Moquegua region, and

2. The work of the Roundtable has been done by their own members through two committees: Technical Committee and Executive Committee.

FRAMEWORK CONVENTION DIALOGUE TABLE OF EXTENDED

ILO certifies this, the Framework Convention celebrating all members of the Roundtable Expanded Ilo, about agreements and commitments signed during the negotiation process of the same, under terms and conditions:

CLAUSE ONE: PARTICIPANT

1.1 .- SOUTHERN PERU MINING COMPANY COPPER CORPORATION, is a legal entity under private law, linked to the category of mining, who has a particular impact on the Ilo Province because of their inherent activities. Hereinafter referred to as THE COMPANY.

1.2 .- GOVERNMENT, who participate through representatives of the Presidency of the Council of Ministers and the Ministry of Energy and Mines.

1.3 .- REGIONAL GOVERNMENT MOQUEGUA is a legal person of public law to political autonomy and economic management in accordance with the provisions of Law No. 27867 Organic Law of Regional Governments, and their purpose is essential to promote sustainable integrated regional development, promoting public and private investment and employment and ensure the full realization of equal rights and opportunities of its inhabitants, in accordance with the plans and programs, regional and local development.

1.4 .- Provincial Municipality of ILO are legal persons of public law to political autonomy, administrative and economic, as provided in Act No. 27972 Organic Law of Municipalities, and its aim to promote local development and the provision of services public responsibility, in line with national policies and plans and regional development.

1.6 .- CIVIL SOCIETY MEMBERS are individuals elected democratically by the people of Ilo and their representatives to the Roundtable Expanded (MDA) Ilo. 1.7 .-

Ombudsman is an independent constitutional body whose mission is to protect the constitutional and fundamental rights of the individual and the community, monitor the performance of the duties of public administration and the provision of public services to citizens , participating in this convention as an observer of the process.

ARTICLE TWO: PURPOSE AND SCOPE OF AGREEMENT

2.1 .- The present Convention is to establish the conditions and obligations of participants, commitments, projects or mechanisms and contribution limits, contributors, according to objectives and commitments adopted by the Bureau of Expanded Dialogue Ilo.

2.2 .- Our aim is to bet Convention sustainable development of the province of Ilo, through the contributions that the Company and public entities assume.

2.3 .- It is understood that the company's economic contributions and covered by this Agreement are independent of those made by it in Miners Solidarity Fund Minera or under another legal mechanism. Nor is

SEVENTH CLAUSE: THE PENALTY FOR BREACH

4 .- CONCLUSIONS AND RECOMMENDATIONS

The Stone Bridge WWTP is an activated sludge process, extended aeration, opimize the SBR system (Sequency Batch Reactor: reactors) where aeration and sedimentation are carried out in one unit, in alternation.

next day (05/06/2008), the Civil Society members visited the plant wastewater treatment Carapongo (Nana) whose design flow is 500 l / s. After being treated is deposited in the river Rimac. The system is anaerobic-aerobic. The treatment of drains with anaerobic process is performed in the absence of oxygen. To improve the quality of effluent must be complemented with a process aerobic (use of aerators or diffusers).

05 June is World Environment Day. Much it comes every year on the measures that should be taken to reverse the global ecosystem degradation trends primarily by the actions of man. We must transform ourselves into a society to think and decide as a species and not individually.

In recent years, the star on environmental issues has been Climate Change. At least at the media, is the issue that has attracted more dedication and that is growing very rapidly palpable, and their increasingly visible consequences.

Earthquakes, tsunamis, floods, droughts, species extinction, disappearing glaciers, melting icecaps, etc. are rapidly becoming commonplace in the media, but unfortunately almost never interact with their real causes. Not many times you explain, for example, the relationship between floods and droughts, agricultural and forestry policies in the region, or the lack thereof.

Over the past three or four hundred years, humanity has devoted all its efforts to increase the production of goods, in order to satisfy the "alleged needs" of consumers, which in turn would be induced from the same advertising companies producing them.



Production volumes and consumption of goods has been growing at astronomical rates and, as it had to happen at some point overcome the planet's capacity to absorb our wastes, to eat our garbage, our CO2 breathing, our methane, our CFCs (chlorofluorocarbon, chlorofluorocarbon or chlorofluorocarbons) and drink our effluents, our spill, and vomiting of our industries.

The cup was filled and the contents began to overflow, but it seems that the tap was open so long that it is quite difficult to close. The only option we have is to try to all stop the waste, reducing the level of consumption and consume responsibly and stop the avalanche, otherwise we will cover them all, wherever we are.



But while individual consume responsibly is very important, that just is not enough. We must also act in an environmentally responsible as a society. And that change will be far more difficult to carry out the particular, as a society to abandon the culture of consumerism, would mean a paradigm shift, where values \u200b\u200bsuch as solidarity, respect for diversity and love for life, replaced by selfishness individualism and greed. We must transform ourselves into a society to think and decide as a species and not individually.
